Black immigrants around the Global should take advantage of the opportunity presented by the Visa Lottery Program.

The 2023 Diversity Immigrant Visa program is a congressionally mandated lottery for obtaining a United States Permanent Resident Card (Green Card). For DV-2023, the entry submission period runs from 12:00PM EDT (GMT -4) on October 6, 2021 until 12:00PM EDT (GMT -4) on November 9, 2021.

Submission of the entry form is available only during this time period. Apply at dvprogram.state.gov Those applying can see if their application was selected online beginning May 8, 2023.

The Diversity Immigrant Visa Program makes available up to 50,000 diversity visas annually, drawn from random selection among all entries to persons who meet strict eligibility requirements from countries with low rates of immigration to the United States.

Most of the countries in Africa are eligible except Nigeria. Natives from Bangladesh, India, Mainland China, Brazil, Colombia, Dominican Republic, Ecuador, El Salvador, Haiti, Jamaica, Mexico, Vietnam, and Pakistan are a partial list of countries; nationals are not eligible for the 2023 diversity program this year.

A full list of eligible countries can be found on the diversity visa website.

The law and regulations require that every DV entrant must have at least: A high school education or its equivalent; or two years of work experience within the past five years in an occupation requiring at least two years of training or experience.

Anyone who is not a U.S. citizen but is from an eligible country that qualifies for a Green Card should apply whether they are in the U.S. or abroad.

Foreign workers waiting for a green card through the labor certification program are included. Interested applicants should apply at dvprogram.state.gov. Online applications do not incur any fees, but processing fees apply if selected.
