    Rep. Esther Agbaje Highlights HCMC Rescue, Maternal Health Equity, and Local Investments

    The District 59B representative outlines major legislative wins and explains a temporary pause in constituent newsletters

    Rep. Esther Agbaje says this year’s legislative session delivered significant victories for Minneapolis residents, including a long-term solution to stabilize Hennepin Healthcare, new investments in community infrastructure, and continued efforts to eliminate racial disparities in maternal health. These updates were shared during a recent District 59 Town Hall and in Agbaje’s July legislative bulletin.

    Securing the future of Hennepin Healthcare

    A central achievement of the session was a legislative fix to protect Hennepin Healthcare (HCMC), Minnesota’s premier public teaching hospital and Level I Trauma Center. As one of the state’s most important safety-net institutions, HCMC provides emergency care and specialized services to patients across Minnesota, not only those in Minneapolis.

    Agbaje, who helped lead the effort at the Capitol, emphasized that the hospital’s long-term stability is essential for statewide trauma response, medical training, and equitable access to care. During the town hall, she outlined the steps lawmakers are taking to ensure HCMC remains a trusted and fully functioning medical facility for years to come.

    Legislative wins affecting schools, youth, and neighborhoods

    Agbaje also highlighted several new laws enacted this session, each aimed at strengthening community well-being:

    • Anonymous threat reporting systems were established to give students and families a safe way to report concerning behavior, reflecting growing concerns about school safety.
    • Mandatory mental-health warnings for social media platforms were adopted in response to mounting evidence about the impact of digital environments on adolescent well-being.
    • Infrastructure investments were secured to support neighborhood improvements, public works, and community facilities throughout Minneapolis.

    These measures, Agbaje noted, represent tangible investments in youth safety and local quality of life.

    Confronting racial disparities in maternal health

    Agbaje recently joined a policy panel with Every Mother Counts to discuss maternal health and racial equity. Although Minnesota consistently ranks among the nation’s healthiest states for childbirth outcomes, Black mothers continue to experience significantly higher rates of pregnancy-related complications than white mothers.

    As a member of the Legislature’s Black Maternal Health Caucus — formed specifically to address these disparities — Agbaje says closing these gaps remains a core priority.

    Summer safety and communication pause

    With extreme heat affecting communities statewide, Agbaje encouraged residents to use Hennepin County’s interactive map of public cooling centers.

    She also informed constituents of a mandatory pause in official newsletters. Under Minnesota’s election-year rules, incumbent legislators are prohibited from sending unsolicited communications from mid-July until Election Day. Agbaje emphasized that while newsletters will resume in November, her legislative office remains open and responsive year-round.

    Insight News started in 1974 as a color cover magazine based in and serving Minneapolis’ African American north side. It was owned by Graphic Services, Inc., a general printing and magazine publishing firm in Northeast Minneapolis. Al McFarlane, headed the Midwest Public Relations division of Graphic Services. McFarlane, a 26 year-old media enthusiast, had previously worked for the St. Paul Pioneer Press as a reporter and for General Mills in public relations. He purchased rights to Insight News in 1975 and began publishing as a community newspaper in 1976.
